Hello, Richland!

As of today, Richland can watch TVW on cable channel 18.

From the press release, sent out by the City of Richland: “In response to requests from residents, Richland is dedicating one of its franchise-granted channels to TVW.”

Richland, you’re just in time — the special session will end today or tomorrow, and there’s plenty of budget and tax programming to watch today. Welcome!

Watch TVW — on PBS affiliate KBTC

Soon, you’ll be able to watch your favorite TVW shows on KBTC, the PBS affiliate based in Tacoma. That means you can watch Inside Olympia and The Impact on Click! Network Channel 3, Wave Broadband Channel 12, DirecTV Channel 28, Dish Network Channel 8620 and more.

Both shows will continue to air in their regular time slot on TVW — that’s 7 and 10 on Wednesdays for The Impact and 7 and 10 on Thursdays for Inside Olympia. But they’ll replay on KBTC –The Impact will re-air on KBTC on Fridays at 7 p.m. starting April 23 and Inside Olympia will re-air Sundays at noon starting April 25.

Special session: Find out all you need to know on TVW (as usual)

Beginning today, the Legislature is in special session. And beginning today, TVW will offer special coverage to keep you informed on what’s happening.

Tonight at 7 p.m., Jessica Gao will host a special edition of The Impact. She’ll explain how special session works and what’s at stake. Later, at 11 p.m., Legislative Review will recap the day’s events.

Tuesday through Friday, Legislative Review: Special Session will air at 6:30 p.m. and will include recaps of the day plus several exclusive interviews with lawmakers.

The Impact will air at its regularly scheduled time on Wednnesday at 7. And Inside Olympia airs Thursday at 7 p.m.

And, of course, you can read the blog all day every day to find out what’s happening. Right now, you can tune into the Senate floor session. And look for an update on the schedule soon.

Will lawmakers finish on time? The special edition of The Impact airs tomorrow no matter what

theimpactThe Impact will not be airing at its regularly scheduled time of 7:00 p.m. and 10:00 p.m. tonight, as we’re preparing for tomorrow’s marathon Sine Die show.  The show will air from 9 a.m. to 7 p.m. whether or not lawmakers decide to go into special session (which appears to be a forgone conclusion according to this blog post by Inside Olympia Host Austin Jenkins).

Since I didn’t spend the day doing in-studio interviews for a show tonight, I was able to attend the Republican media availability at noon.

Senate Minority Leader Mike Hewitt told reporters that Democrats are having trouble negotiating a final budget because the “political winds are leaning toward conservatives” and they’re afraid to vote.

Asked if the legislature can’t agree on a budget, could and should the Governor step in and make across-the-board cuts, House Minority Leader Richard DeBolt said it would be an “abdication of responsibility as a legislature…the public should be offended if that happens.”

Is a 60-day session enough time to deal with the enormity of this budget problem?  The Senate Republican’s budget leader, Joe Zarelli, said the legislature has “one-party control, and you’d think we could agree”… but there’s been a “distracted approach to handling all the problems.”  He points to the income tax bill that was dropped late last week, which did not garner widespread support among Democrats and “served absolutely no purpose,” according to Sen. Zarelli.

I hope to talk with all three of the aforementioned lawmakers during tomorrow’s show.  Here’s a list of the other state leaders I have scheduled (or am trying to schedule):

Of course, these are all subject to change.

Gov. Chris Gregoire will be on the show at 9:00 a.m., followed by analysis with Austin Jenkins and blog reporter Niki Reading.  The Impact will be on the air during breaks in floor action until 7 p.m.

Working on The Impact: Winners & Losers

We have just passed the halfway point of this 60-day session, and Tuesday evening is the cutoff for policy bills.  So, which issues are winning and which ones are losing?  I just got back from interviews with House Majority Leader Lynn Kessler and House Minority Leader Richard DeBolt.  Rep. Kessler tells me her caucus has moved forward on most of their priorities this session:  education, public safety, and job creation. And just when you may have thought the liquor privatization issue was dead, Rep. Kessler says House Democrats are looking more closely again at releasing some controls on the booze business.

On the Republican side, Rep. DeBolt says his caucus is happy with the education reform package that builds on reform work from last session. However, he’d like to see an “education-first” budget formula put into place.  He also applauded the bipartisan work on public safety bills to address the string of deadly police shootings last year.  But his list of grievances is long on the budget and taxes.

Coming up this week on The Impact, I’ll go through the major issues that have drawn attention this session from education to jobs.  In studio, blog reporter Niki Reading and Spokesman-Review reporter Jim Camden will provide analysis.  We’ll also look at the twists and turns of the budget debate and the Democratic divide over how to raise taxes.
